Instrumentation, Research & Skilling

Dr. Sanjeev Kumar Shrivastava currently serves as Professor in the Department of Electronics & Communication Engineering and Associate Director for Instrumentation, Research & Skilling at the School of Engineering, Dayananda Sagar University. In this capacity, he plays a strategic role in shaping the university’s research and skilling ecosystem, driving interdisciplinary innovation, enhancing infrastructure, and fostering academia–industry–government linkages.

Prior to this engagement at DSU, Dr. Shrivastava was Director – Skilling Programs and Government & University Relations (Aug 2023 – Sept 2025) at ARTAPRK at IISc Banaglore, where he demonstrated exemplary leadership in executing large-scale, government-aligned skilling initiatives. His work facilitated collaborative engagements between government bodies, academic institutions, and industry stakeholders.

At ARTPARK (AI & Robotics Technology Park, IISc Bangalore), he led the design and implementation of capacity-building programs, extending support to CoEs, academic institutions, startups, and skill development centres across Karnataka. He was instrumental in operationalizing state-level flagship programs such as Elevate Winners (2023–2024), Rajiv Gandhi Entrepreneurship Program (2024–2025), and the Grassroots Innovator Program (2024), contributing as both mentor and jury member in his assignment as Director, Skilling Programs at ARTPARK, IISc.

Dr. Shrivastava has also collaborated with CSR initiatives, notably the HCL Foundation-supported Digital Literacy Program in Hardoi, Uttar Pradesh, and the NTPC-supported Digital Training Program for K–12 students in Andhra Pradesh. He has ensured timely completion of the project with tangible outcomes, robust financial compliance, including the timely submission of technical documentation and utilization reports critical for grant release and program continuity.

A notable innovation under his leadership was the CodeBot Hackathon (2025)—a national-level platform designed to foster early-stage innovation among student technologists and researchers. His vision in creating immersive, outcome-oriented skilling frameworks has significantly strengthened the innovation ecosystem at both regional and national levels.

Dr. Shrivastava is recognized for his adept stakeholder management and has cultivated impactful partnerships with state and centre departments/ministries, academia, industry bodies, and international collaborators. His mentorship has supported the growth of numerous young innovators, entrepreneurs, and academic leaders.

With over two decades of experience, Dr. Shrivastava’s career spans a diverse range of domains including thin-film based radiative cooling coatings, advanced materials research, national-level skilling and innovation program leadership, and scientific infrastructure development.

He holds a Ph.D. in Nanotechnology and Composite Materials from the Instrumentation Design Development Centre (now SENSE), IIT Delhi, and an M.Tech from IIT Delhi, where he conducted pioneering research in thin-film technologies. He has published many research papers including articles in Journal of Nano Research, Polymer Journal of Nature. Prior to his postgraduate studies, he was actively involved in research on biomedical implants and other core areas of physics.

Dr. Shrivastava served for over a decade at IIT Delhi (since 2000) and more than 13 years at the Indian Institute of Science (IISc) Bangalore (from 2012), where he led transformative national initiatives in Nanoscience, Science, Technology, and Innovation Policy (STIP), research infrastructure development, and technical training. During his Ph.D., he was awarded the prestigious GSEP Fellowship from Canada. Dr. Shrivastava has organized numerous international and national conferences and training programs, and has delivered over 100 lectures across India and abroad, including at Harvard University, University of Wisconsin–Madison, and BUET Dhaka, Bangladesh.

He has also significantly contributed to international skilling and capacity-building efforts, expanding training programs in Nanotechnology and STIP to 43 countries, and engaging over 250 international participants through globally recognized platforms.

One of Dr. Shrivastava’s most significant achievements is the founding of I-STEM and the development of its national digital portal, which provides open access to publicly funded scientific resources across India. He is the inventor and chief architect of the I-STEM National Portal (www.istem.gov.in), officially launched by the Prime Minister of India in 2020. This initiative plays a crucial role in democratizing access to research infrastructure and fostering collaboration across the scientific community.

In addition to building the platform, Dr. Shrivastava has also filed a patent for the I-STEM system and secured the trademark for its logo and tagline, “Linking Researchers and Resources”—further solidifying I-STEM’s identity as a national initiative.

The Prime Minister’s office recognized this portal as a big and important idea for the country and included it in the government’s 100-day action plan. The I-STEM portal allows people across India to access government-funded research labs and equipment, helping scientists, students, and industries to work together and share resources more easily. The Portal is hosted with more than 25000 R&D facilities.

Dr. Shrivastava specializes in advanced materials and nanotechnology, working with polymer nanocomposites, thin films, hybrid materials, and biomedical applications. He has played a key role in setting up important laboratories and research facilities, including fabrication labs for processing of polymer nanocomposites at IIT Delhi. He is skilled in various material characterization techniques like SEM, TEM, FTIR, XRD, DMA, TGA, and mechanical testing. Dr. Shrivastava has led several important national and international programs such as I-STEM, INUP, NIEIN, DBT-C-DNA, and ITEC. He is also experienced in building innovation ecosystems, including developing standards, research management systems, and supporting startup incubators. Additionally, he has designed effective training and skilling programs for universities, research centers, and industries with clear, measurable results.

With over 20 years of experience in R&D leadership, national program management, and advanced materials research, Dr. Shrivastava brings to Dayananda Sagar University a unique combination of academic expertise, technical knowledge, and strategic vision. His work continues to strengthen the university’s academic and research environment, driving meaningful progress in skilling, innovation, and applied research.
